Binary package hint: compiz
I would like to see this option enabled for Hardy if possible. The topic pretty much sums it up. What I would like is to be able to enable desktop effects for my laptop, but if I disconnect the power cable I obviously want to conserve battery usage so it would be nice if the window manager would default back to metacity. Then if I regained power it should start up compiz again. I think this would be a nice option for us laptop users.

Do you have any evidence that Compiz increases power consumption? All the tests that I've seen (although I haven't seen many - «http://<email address hidden> /msg01776. html» is one) suggest that the difference in power consumption between Metacity & Compiz is extremely small (in that test, 0.1W unless bluetooth or wifi were on, in which case there was no measurable difference).
There may be particular compiz plugins which increase power consumption. If we can locate these (powertop may be useful here), then we could easily provide a system to selectively disable these plugins when on battery.
