Looks good - but where are the python modules installed to? Shouldn't they be in a separate binary package called python-ccc or something?

You should adhere to http://wiki.ubuntu.com/DebianMaintainerField too, also there's no need to add a new revision for the python change as it was not uploaded yet.

Also:
dpkg-deb: parse error, in file `debian/libccc-0.1-dev/DEBIAN/control' near line 7 package `libccc-0.1-dev':
 `Depends' field, reference to `libccc-0.1-0': error in version: version string is empty
dh_builddeb: command returned error code 512
make: *** [binary-makedeb-IMPL/libccc-0.1-dev] Error 1

Also I'd rename libccc-0.1-python to python-libccc. libdev is not a valid choice for section, 'python' would be much better.
