build against libungif not libgif

Bug Description

icedtea depends on libgif, while the rest of the archive depends on libungif, since the two conflict this stops icedtea being installed alongside a number of other packages.

No, libungif is unmaintained; the rest of the archive has to change. I think pitti or Kamion did point me to this.
