Bug Description

this is more of a feature request than a bug report, but we're having some build failure I'm not sure the cause of: https://build.snapcraft.io/user/heroku/cli/129934

The snap builds fine locally, so I suppose there is a bug somewhere, but this post is more about a specific feature that would help.

I want to be be able to set `--network-concurrency 1` because I have a suspicion that may solve the issue. If I had a way to pass this as extra args to yarn I would be able to test it. Without that I think I new to build a part or something...

Anyways, being able to configure extra args to yarn on its own seems really useful so I think that should be added 👍

Sounds like a good idea. Mind if I do it to the newer "yarn" plugin we have in mind?
