can't update Gutsy 64 amd

Binary package hint: synaptic
I'm having a strange problem under Gutsy AMD 64; Synaptic (& Update Manager) will no longer update ("403 forbidden" message). A second PC with Gusty 32bit connected to the internet via the first PC updates with no problems. I've tried changing servers to no avail. Any ideas on how to fix this?

Bizarrely, if I replace every instance of http:// with ftp:// in /etc/apt/ sources. list almost everything works. So the problem is that something is making my update requests to http sites fail with "403 forbidden" whilst ftp is OK. How do I fix this?
