Add pingest.pl to evergreen

Bug Description

We should consider adding pingest.pl to Evergreen since it seems like it is used by many locations.

It would be nice to be able to rely on it being available for documentation and for upgrades.

So, after helping Dan Scott use pingest.pl in IRC today, and discovering a bug, I decided that the branch to add pingest.pl to Evergreen should preserve as much of the history of the original as possible. This is in order to give credit to the individuals and institutions that contributed code to pingest.pl on github.

To that effect, I pushed a new branch tonight:

Please test and merge this branch rather than the branch in comment #1.

I've been using a slightly older version of this script for some time. Reviewed updates (made since my local copy was branched off) and did some tests. Fixed a minor typo. Looks good. Thanks Jason, and all, for the contributions. Merged to master.
