update-manager install not clickable if there are only packages to remove

Bug Description

If update-manager presents several things to install and I do not want to install the first thing by unticking that line then the "install" button does not get active.

ubuntu xenial version 16.04.13

Yes as you can see there are no updates to install, so a clickable install button would be wrong.

Kernels can be removed from that screen so IMO it would make sense for the button to turn into a different one.

I found the bug, too, and fixed it in the last upload to Cosmic.

@juliank I agree that changing the label of the button would also be nice but we are close to the release and I don't want to change strings. A follow-up fix for the label is welcome however to be included in the next release.
