soya: new changes from Debian require merging

Bug Description

New changes from Debian require merging into Ubuntu.

Some, if not all, of this work has been done automatically;
however the changes should be reviewed before signing and
uploading.

The new source package, along with various patches to aid
your review are available at:

merge patch

* fixed python2.3 -> python2.4 things.
* fixed the order of the changelog entries.

this is not enough. a patch to fix gcc4.0 problems is needed. I'm working on it now.

This new patch includes a gcc4.0 compability patch for soya posted on the Debian
BTS. Shuld I incorporate this patch or wait for debian to fix the error. note:
This would leave tha package unbuildable on Ubuntu Breezy, like the last version
of this package was.
