lubuntu-desktop requires pulseaudio to be installed

Bug Description

The lubuntu-desktop package depends on pavucontrol-qt, which in turn depends on pulseaudio, meaning that PulseAudio is forced upon anyone who wants to use Ubuntu's LXQt flavor. This is problematic for those of us to whom PulseAudio is intolerable, and for those who simply prefer an ALSA-only system. It also seems unnecessary, given that the xubuntu-desktop package merely "recommends" pavucontrol, and pavucontrol merely "recommends" pulseaudio.

Please downgrade these dependencies from "depends" to "recommends" or "suggests".

If you look at the upstream codebase for pavucontrol-qt:
https://github.com/lxqt/pavucontrol-qt
you can see it's "A Pulseaudio mixer in Qt." So obviously it will require Pulseaudio, as you can see in the build instructions.

I'll add it's actually problematic that pavucontrol (not -qt) recommends pulseaudio instead of depending on it. If you look at the upstream codebase:
https://freedesktop.org/software/pulseaudio/pavucontrol/
it says "Obviously pavucontrol requires an installation of PulseAudio."

With regards to lubuntu-desktop, we expect that metapackage to provide a particular experience and that includes a user-friendly sound mixer. We also expect it to include a terminal emulator. Xubuntu does things a little bit different: both the sound mixer and the terminal emulator (as a corollary; there are other examples) are recommends.

The solution: install the basic components or simply uninstall pavucontrol-qt. It will remove lubuntu-desktop but that's just a metafile. It won't remove your entire installation.

Wouldn't that leave all the remaining lubuntu packages marked as automatically installed, and therefore slated for removal at the next apt-get autoremove? If so, that's not very helpful.

Also, don't "recommends" packages get installed by default? If so, wouldn't setting pavucontrol-qt to "recommends" still give you the experience you expect, while still allowing non-Pulse installations for users who need them?
