gdmsetup needs additional option to change background color of active login

Bug Description

I'm creating this bug after reading Question 19029 ( https://answers.launchpad.net/ubuntu/+question/19029/ ) on how to change the background color.

Currently there is no method available to change the background color between the login window and desktop. The only way to do so is to modify etc/gdm/PreSession/Default

and modify the following line:

# Default value
  if [ "x$BACKCOLOR" = "x" ]; then
   BACKCOLOR="#dab082"
  fi

Currently there is no utility available to modify this.
