KDE4 applications cannot load their plugins

Bug Description

Binary package hint: kde4libs

Currently, KDE4 applications cannot load their plugins so their functionality is limited. Example testcase:

Open Dolphin

Right click inside the fie file manager and select "New"

Expected result:
User will be shown different options, including creating new folders, etc.

Actual result:
Only "link to device" is shown, which points to nothing.

A consequence is that links (.desktop files, not symbolic links) to URLs (even local URLs like a folder) do not work.

A closer examination shows that there isn't a global syscoca database (but perhaps that was intentional?) and that it is impossible to create one (KDE4 programs deadlock as root), but it may be a separate issue.

As the described behavior does not occur on KDE 4.0.0 compiled from sources, it is probably a packaging bug.

I can confirm the missing "new folder"-item in dolphin on kde4.0 gutsy packages. The item is discussed in http://bugs.kde.org/show_bug.cgi?id=155452
KDE-Developers state, that the missing "new folder"-item is not reproducable on vanilla

Like I said on bugs.kde.org I saw this issue on the KDE 4 Kubuntu Live CD and also on my 2 Kubuntu installs with KDE 4 (7.10 and 8.04).

I cannot create a new folder in Dolphin through the right-click menu or the File menu.
