KB language setting resets at reboot

Bug Description

8.04 Alpha 3 Setting the Keyboard layout to Swedish and removing English Keyboard layout in Keyboard manager will make Swedish KBwork ,but only to nest reboot . The settings in Keyboardmanager will the stay as before but the actual KB layout will be english UK.

You need to run 'sudo dpkg-reconfigure console-setup' and configure your keyboard, then run 'sudo dpkg-reconfigure -phigh xserver-xorg' to update the xorg.conf. Then you have changed the setting permanently. A user being unable to change it from Gnome seems like a bug in gnome-control-center.

note that changing it from Gnome means that it affects only the user making the change.
