Bug Description
Evergreen 3.3
Porting the Dojo Org Unit admin page to Angular (Admin => Server Administration => Organizational Units).
I've done some initial work on this and, as a heads up, I'm using the new FmRecordEditorC

Includes several commits to cover a variety of related improvements. The most notable is some reorganization and modularization of existing components and services to simplify some imports and reduce the number of components/services that must be loaded on the initial staff splash page.
