Bug Description
The weather applet is unusable, because it is unable to find its location database (Location.xml). Trying to reinstall it doesn't help even though the file is listed as installed. Probably just a path typo or something. Anyway, without that file the applet is pretty much useless, because you cannot select any city without it.
The interesting thing is that it was formerly able to at least display the weather of my location (it still complained that it couldn't find its database) until I removed it and re-added it to the panel.

I can confirm this on Hardy, with libgweather0 version 2.21.2-0ubuntu1
The version from About in the right click context menu of the applet says version 2.21.4
Explicit steps to reproduce:
1) add weather applet to panel
2) right click, select Preferences
3) Error about not being able to load the Locations XML
