Reproduction steps:
1. I have done some changes in any (*.py) file of horizon for my customization.
e.g: /openstack_
2. I have set the option source into the kolla-build.conf and type local for horizon.

location = <path>/horizon

3. Deploy the horizon container successfully. but my changes are not reflecting in horizon.
Actual result:
I cant see my changes into venv path
Expected Result:
Inside the horizon container my changes should be reflect into venv
e.g: /var/lib/
