[Hardy] gnome-localization-properties is completely broken

Bug Description

gnome-localization-properties (System>Preferences>Language and Location), as installed in Hardy, doesn't actually do anything... the buttons don't work, and there seems to be a missing list of regions somewhere. I'm attaching a screenshot of it.
