Bug Description

1) The release of Ubuntu you are using:

$ lsb_release -rd
Description: Ubuntu 18.04.3 LTS
Release: 18.04

2) The version of the package you are using:

$ dpkg -l | grep libpulse
ii libpulse-mainloop-glib0:amd64 1:11.1-1ubuntu7.5 amd64 PulseAudio client libraries (glib support)
ii libpulse0:amd64 1:11.1-1ubuntu7.5 amd64 PulseAudio client libraries
ii libpulse0:i386 1:11.1-1ubuntu7.5 i386 PulseAudio client libraries
ii libpulsedsp:amd64 1:11.1-1ubuntu7.5 amd64 PulseAudio OSS pre-load library

3) What you expected to happen

"sudo apt install libpulse-dev" should installed libpulse-dev.

4) What happened instead

$ sudo apt install libpulse-dev
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created

There is no problem in the source code which says:

Package: libpulse-dev
Section: libdevel
Architecture: any
Multi-Arch: same
Depends: ${misc:Depends},
  libpulse0 (= ${binary:Version}),

It seems this is a side effect of a mistake made in the release and subsequent withdrawal of update 1:11.1-1ubuntu7.5. So it's not a bug in the code but is a problem people will encounter with Ubuntu updates...

This should automatically correct itself with the re-release of 1:11.1-1ubuntu7.5. In the meantime you can manually install whichever set of packages you need from either:

1:11.1-1ubuntu7.4: https://launchpad.net/ubuntu/+source/pulseaudio/1:11.1-1ubuntu7.4/+build/17893827

1:11.1-1ubuntu7.5: https://launchpad.net/ubuntu/+source/pulseaudio/1:11.1-1ubuntu7.5/+build/18146190
