Concerto survey data fails to bump sequences

Bug Description

Evergreen 3.4

The sample SQL dataset for Evergreen includes a file at Open-ILS/tests/datasets/sql/survey.sql which adds surveys, questions, and answers to the database for testing. During insert, hard-coded ID values are used, but with the exception of survey answers, the sequences for those IDs are not manually raised to accommodate the slots taken by the manual inserts.

This leads to failures inserting survey data in databases containing concerto / sample SQL data.

Thanks, Chris. As discussed in IRC, I bumped the sequence values up to 100 to create some extra space for future sample data.

Merged to 3.4 and up.
