OpenOffice won't spell check english in Canada

Bug Description

* Perform a clean install of Ubuntu Gutsy 7.10 from the livecd.
* In the installer, pretend you're a Canadian, and select Canada, US English keyboard layout, Regina (presumably any other timezone in Canada would work), and complete install
* In fresh install, launch OpenOffice.org Word Processor
* Type in some gobbledygook
Observe: misspelled words aren't highlighted (spell-as-you-go). Expected: Red squiggly line under misspelled words.
* Hit F7, or go to the Tools menu and select "Spellcheck..."
Observe: dialog immediately says "The spellcheck is complete" and closes the dialog. Expected: Spellcheck should flag the misspelled words and offer corrections.

Install the English (Canadian) dictionary via File->Wizards->Install new dictionaries...

The Canadian English dictionary should be installed by default when that location is chosen in the installer, or the us dictionary should be active by default.

I have yet to see a user figure that out on their own (note that spellcheck works out of the box for firefox, gaim, abiword, etc); it's a glaring hole for an office user, and really affects the end-users impression of the product.
