multiple desktops not working

Bug Description

Binary package hint: gnome-panel

im using ubuntu 7.10. on the bottom right of the screen, there is a list of workspaces. for some reason, not matter what number i change them to, its always 2 columns, one row. i go to preferences and set it to 4 and 1, but no change occurs. any help for this?
