workflow improvement. bzr locked whilst uploading, can't bzr add.

Bug Description
This is what I did:
- added then commited a large file 35MB to a remote host. 50KB/s upload speed.
- went to continue my work, as uploading 35MB file takes a while.
- bzr add would not work, said it was locked.
It doesn't seem necessary to lock the whole repository whilst uploading and committing one file in a separate directory.
It meant I couldn't continue my work until the upload had completed.

I can no longer reproduce this bug. Could you please check that a more recent version of bzr no longer exhibits this problem?
