Bug Description

It seems it does not fire on either platform beacuse

1) for CentOS/Ubuntu/Debian it lacks setting the PATH to include /usr/local/bin where curator got installed
2) for Ubuntu/Debian the installed crontab is misplaced

    Fix the Elasticsearch Curator cron schedule run

    There were two issues with it. Lack of /usr/local/bin in PATH
    for CentOS and wrong crontab path for Ubuntu/Debian.
    This patch mirrors how it is handled in keystone.
