Please also let this app read /usr/local/etc/safe-rm.conf

Bug Description

This is rather a feature request than a bug report.

Currently, safe-rm only reads "/etc/safe-rm.conf" which is absolutely not possible to create in macOS since Catalina (unless deep hack in the RecoveryOS terminal every time you want to create / modify / delete it).

However, it is okay to write in /usr/local/etc/ in such case.

Since Homebrew directly uses source codes provided here, I am sending this feature request here.

I forgot to add related lines to around line 107.
There needs to be a line reading the file defined at the beginning of this perl script.
