[FFe] KDE Frameworks 5.74.0 into Groovy archive

Bug Description

This bug report is a Feature Freeze Exception request on behalf of the Kubuntu team for KDE Frameworks 5.74.0 (updated from 5.73.0).

As is usual with a KDE Frameworks release, this is a mixture of new some new features and incremental important bugfixes.

We currently have this staged in https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/staging-frameworks/+packages?field.name_filter=&field.status_filter=published&field.series_filter=groovy if you wish to inspect the packages.

We also have testers that have been running a system with this staged update and have reported no problems.

Frameworks staging PPA with Framework 5.74 installed, no major issues so far.

I made a test rebuild of our current plasma & KDE applications packaging and found no regressions.

Also I tested in a VM these frameworks 5.74: I can log into plasma, dolphin, konsole and kate seem to work correctly.

Loaded the VM with GG.
sudo add-apt-repository ppa:kubuntu-ppa/staging-frameworks
All updates appeared to apply cleanly
Restarted the VM using the Application Launcher > Leave sequence.
Briefly tested krunner to launch kinfocenter which showed KDE Frameworks 5.74.0
Launched from the kicker application launcher: System Settings, System Monitor, Libre Office Writer, Konversation, Konsole, Dolphin, Kate, Discover, and Firefox.
All apps appeared to behave normally.
