Apply full upgrade - fails with no error message

Bug Description

After installation and reboot of Hirsute Lubuntu daily ISO 13.11.2020 the apply full upgrade windows appears - after entering the password nothing occurs.

I then ran "Discover" which shows 12 updates available - but will not update again no errors.
I have attempted this on 3 boxes - all same results.

I also noted that if I change my "software source" from the mail Ubuntu server to my local server (in this case Iceland) and then run "Discover" there are then no updates available.

Not sure if this is a bug in the updater or a problem with the "main" software server.

Leó are those comments re: Xubuntu and Ubuntu Budgie using some other updating mechanism beyond Discover? I presume so, in which case, it should affect *ALL* flavors including canonical Ubuntu Desktop. In that case, we need to refile this.

That is correct Walter..initially I only saw this on Lubuntu as I had at that point not tested the other flavors..actually that is the main reason I looked at them as well. After seeing that also on Budgie I expected I would need to refile but was not sure what package would be appropriate.

Also not 100% sure this is still the case with Lubuntu as the last 2 days no updates were available after installing the latest ISO's. Will test this further in the A.M.

Ran a quick test on the latest Lubuntu iso 18.11.2020 and the updates completed with no errors.

I retested Lubuntu iso 18.11.2020 and once again had the failure.

After further testing I see that this affects all flavors so I will a new bug report with more and the latest info. The new report is #1904866

Again retested Lubuntu ISO 18.11.20 http://iso.qa.ubuntu.com/qatracker/milestones/419/builds/223132/testcases/1701/results

Lenovo M72e i3-2120T,Testcase:UEFI+secure boot

Ran "apply full upgrades" (enter password and nothing happens and no error message) ran Discover and upgrade succeeds

I think the earlier 2 tests of this ISO showed no update error was because they were so close to the release time that no updates were available.

I did a QA-test install of Lubuntu hirsute on dc7700 (with internet)
[not sure it's important, it detected my location as perth; west side of australia instead of east side; about ~2722km out as the bird flies]

On reboot & first install, I got the prompt telling me there were updates & I entered password. I didn't get any error message.

I then opened terminal and `sudo apt update`, and 38 updates were detected. I would normally `sudo apt full-upgrade` but instead opened discover and it detected the 38 packages. I hit apply in discover and the 38 updates were updated. (confirmed at terminal)

I'll add myself as impacted by this issue as the initial update message implies updates were available, I entered password but none were applied. Discover though worked correctly for me.

Tested the Lubuntu Hirsute daily release 20.11.2020 http://cdimage.ubuntu.com/lubuntu/daily-live/20201120/hirsute-desktop-amd64.iso

Tested 5 different boxes 2 in virtual machines and 3 bare metal.

I did several installs on some of these machines to test both "Discover" and the "upgrade-notifier" in all cases were the updates successful.

Machines tested were:

1. InWin BL641 i5-10400 - VirtualBox
2. Dell [ Optiplex] MT 7040 ( i7-6700) - QEMU
3. Dell [Inspiron] 3521, (i3-3217U) - bare metal
4. Mac mini 7,1 (2014) ( DC i5) - bare metal
5. Acer [Aspire] E3-111-P60S - bare metal

Tests were run in BIOS,UEFI and UEFI + secure boot modes.
