Notify mailing list experts about pending mailing lists

Bug Description
Currently, there is no notification that mailing lists are waiting for approval. A mailing list expert has to poll +mailinglists to see if there are lists waiting for approval. It would be much better if the mailing list experts could get an email once a day, with a listing of the pending requests. This email should link to the +mailinglists page for convenience.

Actually, it would be even better if a notification was sent as soon as a team requested a mailing list.
