Bug Description

Mark says:

After this beta test, I think we should rename mailing-list-beta-testers to beta-test-teams and then have the general concept in LP of "teams that beta-test team-specific functionality". Note that I'm *not* suggesting all the members of these teams would be automatic members of Launchpad-beta-testers, which is why we need a separate team-of-teams (which is also why we needed mailing-list-beta-testers in the first place).

We need to remove all the isBeta() checks from users interacting (e.g. subscribing) to mailing lists.
