Losing access to system option in low screen resolution

Bug Description

Binary package hint: xorg

Set the screen resolution to 640x480 using system->screen resolution.
The system button then stops responding.

What has happened is that in resizing the toolbar, the panel that normally contains shortcuts to firefox etc ends up *under* the 'system' button... except that it reacts as if it's *over* the system button, so when you try to access the system button to change back, it acts as though you are clicking on Firefox, help, etc.

I had to delete entries off the toolbar until I was able to access the left-hand edge of the system button, and then reset the screen resolution.

I have now placed the screen res tool on my desktop.

I think the actual problem is in the gnome desktop, but it can get very easy to get stuck in that mode, and there seems to be zip information on how to actually change your desktop resolution apart from through this tool.

I've seen this situation mentioned elsewhere, but not raised as a bug itself.

reproducting note: This may only happen if you have more than the default number of shortcuts on your panel.

I can confirm this but it is a gnome-panel issue and sadly not the only one (changing icon positions). It is a little bit messed up in Gnome. E.g try to move the panel if it has many icons and you put it on the right or left side of a wide screen monitor.

Just to chime in: I had exactly the same behaviour yesterday. Small (fallback) resolution - system menu shows, but the mouseclicks are stolen by the application icons that have disappeared behind the menu.
