Having use_journal enabled and some issue with policy file (ie having policy.json) will make service repeatedly fail with being unable to log error: http://
Steps to reproduce
==================
* In manila.conf:
use_journal = True
* Create /etc/manila/
* Run any comand `openstack share list`
Expected result
===============
Issue is logged in systemd journald properly
Actual result
=============
Service crashes in loop
