load_policy should reside in /sbin

Bug Description

The policycoreutils package version "2.0.43-0ubuntu1+ppa3" (as packaged by Caleb Case) places load_policy tool under /usr/sbin. This causes the tool to fail when run on a system that has /usr on a separate partition. Since this tool is essential to the secure start-up of the system, it should be on the root partition.

Note: centos 5.1 has the load_policy binary under /usr/sbin as well, but I think the tool is copied in the initial ramdisk.

Copying the file to the /sbin and updating /etc/initramfs-tools/scripts/init-bottom/_load_policy file allowed the boot process to run the policy and enable selinux.
