quit button doesn't work when gnome-power-manager not running

Bug Description

Binary package hint: gnome-panel

If gnome-power-manager is not running, pressing the red quit button on the panel, or from a menu does not work.

No further interaction is allowed on any windows by keyboard or mouse, but the quit dialogue does not show to let you cancel, log out, shutdown etc.
