Hi,
Kolla ansible is not setting docker healthcheck for nova services after upgrade:
How to reproduce:
kolla-ansible -i inventory upgrade -t nova
How to check:
docker ps | grep nova <- not starting/
or not defined healthcheck command in docker inspect

Trivial fix nova's healthchecks
Kolla-ansible upgrade task is calling different
handlers as deploy task and these handlers are
missing healthcheck key. This patch is fixing
this.
