Bug Description
When mailing list messages are posted by someone without the privileges to post, the message is discarded. Some feedback should be provided (automatically) so that the poster knows their message was discarded and gets some inkling of why.
However, the solution MUST guard against backscatter spam and DoS.

I think this bug is now invalid because team administrators have the choice of rejecting or discarding messages. Discarded messages should provide no feedback to prevent backscatter. Rejected messages provide feedback and should be used for off-topic mis-postings.
