No link for subscribing to a distribution's bug mail

Bug Description

It doesn't appear to be possible to navigate to a distribution's +subscribe page. Looking at https://edge.launchpad.net/ubuntu and https://edge.launchpad.net/baltix/ there is not a "Subscribe to bug mail" link in the Actions menu like there is for a Project. I think there is supposed to be according to the documentation at https://help.launchpad.net/BugSubscriptions .

Going to https://launchpad.net/ubuntu/+subscribe directly works, though.

Come to find out https://launchpad.net/ubuntu/+subscribe is a vaild url but isn't linked to anywhere.
