ftbfs (ppc64el): incompatible gcc usage due to swig

Bug Description

Because ruby on ppc64el is using a non-default gcc, swig builds of ruby modules on this architecture fail due to LTO incompatibilities between the objects:

lto1: fatal error: bytecode stream in file '.libs/swigutil_rb.o' generated with LTO version 9.4 instead of the expected 11.2

This problem should go away when ruby 3.0 becomes the default and there is no longer an override of the compiler used.

ruby3.0 is now the default, and subversion is not in the build failure list as part of the rebuild test.
