Angular: Circulation Limit Set not filtering or consistently displaying Linked Copy Locations dropdown options

EG version 3.7.2
With the introduction of Bug 1847519 , the Linked Circ Modifiers, Linked Copy Locations, and Linked Limit Groups were moved to a separate tab called Edit Linked Entities. Within this new tab, the Linked Circ Modifiers and Linked Limit Groups dropdown menus appear to function as expected (full lists populating and properly filtering). However, I'm experiencing that sometimes the full listing of copy locations will populate in the dropdown and other times it remains dormant. It also does not appear to be filtering at all.

Confirmed in 3.7 and 3.9.
A workaround is to use the old dojo interface when needing to limit based on shelving location so this bug should be considered a blocker for removing dojo when we reach that point.
