Bug Description

The autopkgtest suites of python 3.9 and 3.10 fail against openssl 3.0.1 due to a faulty version check.

Attached are debdiffs for python3.9 and python3.10 that cherry-pick an upstream fix for this. Fixed versions have been also been uploaded to this PPA (just pop the ~ppa changelog entries):
