The bzr-svn 0.4 branch has had support for 1.2 since it was released.
Perhaps you have an outdated local copy of it?

The (unofficial) Windows binary of bzr-svn (bzr-svn-0.4.7-svn-1.4.6-setup-0.exe) gives this message when used with the official bzr 1.2 standalone binary for Windows.

Can an updated release and/or an updated binary be produced so that Windows binary-only users have a compatible version?

There is no version of bzr-svn released yet compatible with Bazaar
1.2. With a bit of luck I'll be able to release a new version this
weekend.
