network-config ignores setting in sudoers

Bug Description

Hardy amd64, all 2.6.24 kernels

Network-manager asks for user password to 'unlock', ignoring the setting in /etc/sudoers':

Defaults !lecture,tty_tickets,!fqdn,targetpw,timestamp_timeout = 0

It should instead ask for the target-password (root) to authenticate for the administrative action.

the UI you are referring to is implemented in network-config, not network-manager
