Ubuntu 22.04 Beta - Unable to compile ruby version 2.7.5, 3.0.3 and 3.3.3 problem with the openssl-dev package

Bug Description

This problem only exists in Ununto 22.04 beta
When attempting to comple ruby (any version - I have tried 2.7.5, 3.0.3 & 3.1.1) it fails becuase of a problem with the libssl-dev package. The previous version of Ubuntu used version 1.1.1. The new version uses openssl-dev/libssl-dev 3.0.2

Hi,

The issue is that OpenSSL 3.0 changed the API, which breaks older code. However, we chose not to ship OpenSSL 1.1 in parallel to 3.0 as that would carry the expectation of having security support for 1.1.1, which is EOL upstream in 2023.

Marking as Won't Fix, however it should be relatively straightforward for anyone to pick up the sources for openssl 1.1.1 from Impish and put them in a PPA.
