Should create ~/.bazaar/plugins/ automatically

Bug Description
Hi,
I think ~/.bazaar/plugins/ should be created automatically.
Doing so would simplify instructions for installing plugins
using checkout/branch.
The cost is an existence check for every invocation I think
(perhaps there is also a check that we could fold in to).
This may be partly covered by Martin's plugin installation
work.
