bzr send gives incomplete help on error

'bzr send' ->
using URL
Error: no mailing address specified

This could be improved:
'No mailing address (--mail-to=) or output (-o) specified'

Or perhaps better yet, when neither is known, output to console as a
sensible default. Also many mailers allow selecting the mail address in
the client, so perhaps no mail address shouldn't be an error?
