Whatever this is, it's misleading. We should be able to deprecate/hide groups, instead of showing a funny list of deactivated people.

The Ubuntu translators team is empty. Steve is surprised that we can have empty teams at all. What should er do with them?

Salgado confirmed that there is no problem with an empty team. The team's owner is implicitly an administrator. So, it is just a team that is waiting for new members.
