Document packaging changes in NEWS, also /var/log/kea/README perhaps

Bug Description

The newest isc-kea packages from debian (and soon to be in ubuntu) have some important changes that should be documented somewhere. I suggest d/NEWS, and perhaps even a /var/log/kea/README, although I'm not sure we have a precedent for the latter.

I'd suggest to document in d/NEWS these changes made to the shipped config files, as they are likely to cause conf file prompts:
- socket file move out of /tmp
- logging change from /var/log/kea/*.log to stdout, which implies systemd journal
- a file in /var/log/kea/README could explain how to inspect the logs with the journalctl command

Other changes I have forgotten, or that are upcoming.
