Bug Description

In part as a regression due to the patches for bug 2006749, the open-ils.actor.ou_setting.ancestor_default method will return an error if asked to fetch the value of a library setting that does not have a view permission.

Patch coming momentarily.

I confirmed the issue and verified that the patch fixes it for me on rel_3_10.

Pushed to master and rel_3_10.
