users-admin allows changes to root user

Bug Description

One of Ubuntu's design principles, it seems, is to hide the root user through use of sudo and policykit. One glaring hole in this is that users-admin (Users and Groups in the Administration menu) displays root as a user that can be modified. A standard user might not even know that a user called "root" exists, and might be surprised to see this user on the list of users.

However, I don't think this is really a bug. I would suggest that you look at http://brainstorm.ubuntu.com/ if this issue is already entered. Otherwise you can enter it there.

However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum. http://www.ubuntu.com/support/community/mailinglists might be a good start for determining which mailing list to use.
