Bug Description

[Impact]
When "pre-boot WiFi" is enabled in UEFI, MT7921e WiFi doesn't work under
Linux.

[Fix]
Reset the device earlier at the probing process.

[Test]
With the patch applied, WiFi always works regardless of pre-boot WiFi is
toggled or not.

[Where problems could occur]
Probe routine might fail one some other corner cases.
