Bug Description
When using the desktop installer, it is not uncommon to see many POST requests to /source. There are various reasons for it.
Many Subiquity components depend on the source model being configured - and would restart heavy operations if the source model is marked configured again.
We should make sure that we only restart the operations if the source model has actually changed, not if a duplicate query was received.
