Unattended upgrades using minimal steps causes slow installs

Bug Description

The unattended-upgrades step during installation takes a significant amount of time, in some cases over half the entire installation time.

The unattended-upgrades step appears to be using Unattended-Upgrade::MinimalSteps "True" (the default) and is atomizing downloads, leading to these slower download times.

The default setting for this should be MinimalSteps "False" to speed up installation times.
