"bzr patch" internal error

Bug Description
Trying to apply a patch with "bzr patch" triggered an internal error. The log is attached.
FWIW, the patch contained new files. I also should have used a --strip argument, I guess, but I get the same kind of internal error with --strip=1.
Stand-alone patch succeeds with "-p1", reporting one hunk failure.

Bazaar patches default to -p0. --strip=1 should have worked, though. I
guess we should also change PatchFailed to a non-internal error.
